Rubber snakes won't work you would need real snakes. Have they tried, firstly, predator or alarm birdcalls, and secondly, real predators. Airports have had considerable success broadcasting alarm calls to clear runways. A couple of hawks have worked well in similar situations.

I agree with Alec. If the booms didn't scare them off, then they may try to eat the rubber snakes & have a bird pandemic of fake food poisoning.

I would put in actual natural predators. Most things that are predators for birds aren't at all dangerous to humans, and they are a good deal more effective... and less likely to leave bird carcasses lying around than any other form of killing them - which seems the only choice.

The birds in question are starlings. start by first removing their food source. Cut the trees down that starlings seem to love and replant trees that seem to offend them. One final potential benefit that we in the U.S. seem to have overlooked, is that of European Starlings as a food source. Starlings have been and continue to be harvested for food in the Netherlands, Spain and France; in France tinned starling paté (paté de sansonnet) is available in many stores, including "Fry some chopped turnips and carrots. Add a little stock and a glass of red wine. Place some starlings or other small birds in the pan. Add a thin purée of boiled potatoes mashed with beaten eggs, dry mustard, and some stock and a little beer. Cover with stock and cook for about 30 minutes, adding some ripe olives near the end."

you hire people with shot guns and take them out ...not joking here it works and is cost effective ...this has been suggested to the council but dogooders kicked up a stink, the birds of prey is a nice idea but will not work as you would need more than 500 to do the job and then it would take 5 years to make any difference ...the shot guns would take 12 months
