Well, I think the best plant for your small balcony space would be hanging baskets. They are very stylish and pleasent to look at! And they do not take up much room. The best thing about hanging plants is they are not a pain to plant and clean up, you can just buy them from the store, and when you are done using them you can toss them in the Garbage, Easy as that!

If you are looking to use plants that have the dual purpose of producing food, you could consider potted cherry tomatoes. They usually grow quite high, mine have gotten as high as 4 feet. And they are very ornamental once they begin to produce fruit. You could also consider putting green and red peppers, jalepeno peppers, egg plant or even regular tomatoes in boxes on your balcony. Another option would be boxed herbs. They are aromatic, pretty and useful if you like to cook.
