You actually can... The purchase price of the phone itself does not include activation. Once you open the phone and connect to iTunes you'll then be asked to enter your personal info for a credit check. If you fail that credit check or if at that point you enter all ones (111)you'll then be asked to select from your choice of prepaid plans all of which include unlimited data packages..
