Every state is different, but you don't have to have a police report in order to run through your insurance company. In some jurisdictions, police won't even handle a parking lot crash. Others do. If your jurisdiction does, it's always good to get one because it will state which driver is at fault. Without that, it can be a "he said, she said" kind of thing, and that's how a lot of people end up in small claims court.

If there is no personal injury, a police report is not required. most police departments do not make accident reports on private property. Just swap names and insurance information and call your insurance agent.
