  • It can't be... But, the more rural you go, I'm sure the less people would care... Look at it this way, you do it and someone comes to your door to complain, just make sure you have a menu handy!
  • I really don't see why (most of) it would be a problem, houses already have walls surrounding their properties. Why would it be a problem if you have a moat on the inside. If the gate is locked etc, the dangers of the moat will not affect any neighbours. It's like having a pool, it needs to be inside a locked gate, and the moat is. As for the crocodiles, that may be taking it too far. Most places have rules on owning crocs I would assume.
