He essentially brought it about. When the Austro-Hungarian Empire wanted to attack Serbia because of the assasination of Archduke Ferdinand, they were afraid of going alone. They asked Germany for its support. The Kaiser could have stopped WWI right then by telling Austria-Hungary to stop and do things diplomatically without war. Instead, he gave them carte blanche by assuring Germany's support to whatever they did.
