What "official theory" says Iraq was involved in 9-11? Can you cite an
administration position paper or speech? The administration and the
9-11 commission (and most everyone else) called Iraq "known state
sponsors of terrorism" and cited incidents of harboring known
terrorists and contacts with Al Qaeda... but I am not aware of any "official theory" that
claims of a direct or collaborative involvement with the 9-11 attacks.

Why bother to create an OBL personna?
There are thousands to choose from already, that do not have ties to the Saudi Royal family. An embarassment for them, a complication for us.
