It is legal. They have to pay for every transaction, so in order for them to make a profit and survive, many retailers have minimum purchases for cc users.

not to be a bitch about it but i furthered my search and found out that its actually not okay for them to do this. heres a link. as the woman at the dollar store screamed at me today, they are offering a service, but its a service they only offer because they believe it will improve their profits. she said to me it was either impose the minimum or have no transac machine. i said i guess she shouldnt have a debit machine then. i should have left well enough alone. heres the link... sorry to ask and answer my own question. http://www.cardratings.com/blog/2007/04/merchants-charging-fees-to-use-credit.html (ps i always pay cash)
