Why is Osama Bin Laden on the FBI and CIA most wanted list for the USS Cole and other alleged offenses, but not for 9/11?

Once your most wanted you can't get more most wanted. The Cole and the embassy bombings simply happened first.

I think the FBI investigation didn't turn up enough evidence to connect him.
