I would say 26, but that's not practical so 16 sounds reasonable :o)

Sure, whatever age people choose is OK with me. I personally prefer "you can get a cell phone as soon as you can pay the bill." However if you give the kid a cell phone you have leverage - if their grades slip or whatever, you take the phone away. I can see the benefit of that.

No, I believe that they should be allowed much earlier but not taken into classrooms at school.
