The more protons an element has, the more electronegative it is, because they have a higher nuclear charge, which increases their power to attract electrons in a covalent bond.

Linus Pauling formulated an empirical scale ( form Li =1.0 to F = 4.0) which was based on the difference between the dissociation energy of a bond between two different atoms ( say A and B bond A-B ) and the geometric mean of the dissociation energies of A-A and B-B Mulliken used a different empirical scale calculated on mean of ionization energy and electron affinity. We never have to calculate these values- they are done for us - we use the difference in values to predict bond polarity etc.
