There are certain checks that are done only when the computer starts up. The updates may be installed but the computer won't "see" them until it's restarted. Also, the updates may actually be working but it's common to request a restart just in case to avoid extra support calls.

Very often many of the files that will be updated are actually in use while the operating system is running. Those files can only be updated prior to the operating system being opened. This is particularly the case with Windows updates.

I often wondered that myself. but, the 1st 2 answerers made sense. I'm not completely "computer dumb" but I'm sure no expert either!
