Why do believe some people appear to think 'the government' is a 'They' separate from them and has SEPARATE money to spend [from them]?

Because the government "acts" like this is the case.

I do not know. Maybe for the same reason so many now think it is the governments job to solve all of their problems all of the time.

Perhaps because they're a little tired of giving "the government" 25% of their income and not seeing an adequate amount going to causes that are important to them, such as their chidren's education and health care. A quarter of all the money made in the country has to be going somewhere, and most people would prefer it to stay in their neighborhood, so they can reap the benefits of their hard work.

It's easier to blame the government for all of one's problems and social issues rather than doing something about it ourselves. We ARE the government, at least in the US, but sometimes that responsibility is one we prefer not to acknowledge.
