Is there a difference between 'maintaining social order' and 'social control?'

I would say "social order" is the natural predisposition of the morals of society at that time.People still have the right to voice their opinions in a free society,and a general sense of social balance is maintained.One case of "social control" my be summed up in the following excerpt from the book "Brothers Karamazov". The Cardinal of Seville(the great inquisitor) is ridiculing Christ for imposing on humans the heavy burden of conscience,and for the church it is better to rule by deceit,violence and fear. "Didst thou forget that man prefers peace and even death,to the freedom of choice in the knowledge of good and evil?..We teach them that it is not the free judgement of their hearts,but a mystery which they must follow blindly ,even against their conscience...In the end they will lay freedom at our feet and therefore become obedient.We shall tell them that we are Thy servants and rule them in Thy name.We shall be forced to lie...We shall tell them that every sin will be expiated if it is done with our permission"
