You might have spyware or a virus. Try booting into "Safe Mode with Networking" by hitting the F8 function key shortly before the first animated Windows XP logo appears after rebooting. Then pick that option from the list which should appear. Download and install a spyware removal tool like SpyBot or Malwarebytes. Have that program remove any bad stuff found, then reboot. Failing that, you could also try (again, from Safe Mode) clicking Start => Run, then type "sfc /scannow" with the XP disc in your CD drive. This will have Windows check all its system files and replace any that have been corrupted (which is another possibility here).
