No. They kind of mean dating someone. I hooked up with Michael means... "I'm going out with Michael". How I see it. Anyone out there use it differently?

Well It just depends on the context. I was dating someone for sevral years who was "hooking up" with people online while we were still dating. In this particular situation "hooking up" turned out to be having casual meaningless sex with others. When I confronted the person about it the response I got was, "I was just hooking up with them to get my rocks off, it was nothing intimate."

The phrase is meaningless. Scriptwriters use it so it can mean what you want it to mean. In practice it is used from anything from "meeting" to "copulating" so it cannot be known exactly which meaning is intended unless context makes it explicit.
