Philanthropy is about how you feeling and act towards humankind. Mother Theresa's lifetime of service to the poor qualifies her as a philanthropist, even though she was not at all wealthy, because she loved people, and acted for their benefit and not for their harm. Philanthropists have come to have the image of being wealthy because those who are, and who make sizeable donations, have a high profile, as do the results of their philanthropy. However, large donations alone do not qualify them as philanthropists (even if someone labels them that way). Technically if someone had no feeling of goodwill towards others, and was making charitable donations only for some other reason (tax break, status, public image) they would not really deserve to be described as a philanthropist.

No. Anyone can be a philanthropist through the act of giving in order to benefit others.
