almost all babies born within the US are US citizens. see: http://uscis.gov/graphics/services/natz/citizen.htm "The 14th Amendment of the U.S. Constitution guarantees citizenship at birth to almost all individuals born in the United States or in U.S. jurisdictions, according to the principle of jus soli. Certain individuals born in the United States, such as children of foreign heads of state or children of foreign diplomats, do not obtain U.S. citizenship under jus soli."

NO...... READ THE 14TH AMENDMENT AGAIN...IT WILL NOT INCLUDE PERSONS BORN IN THE UNITED STATES WHO ARE FROEIGNERS, ALIENS, OR BELONGING TO THE FAMILIES OF AMBASSADORS OR FOREIGN MINISTER. The corrected interpretation of the 14th amendment is that an illegal alien mother is subject to the jurisdiction of her native country, as is her baby!
