Probably because many communist countries (if not all) have one-party political systems. Therefore, if ever there's voting, it's usually just all for a show, because there's only one party.

In most such counties, they can only vote for candidates which have been approved by the Party. And even than, it is usually clear who the "right" candidate is. Since no opposition candidates are allowed, the right symbolically to post a piece of paper in a ballot box is of little value.
