Does true Islam believe God is capable of both good and evil?

No. Evil is a human trait. In Islam God is One and His Oneness is never compromised by associating partners with Him either in worship or belief. Muslims believe whatever good comes your way is from Allah and whatever ill strikes you, it is due to yourself. In Islam Allah/God is absolutely "just" and because He is "just" He is not capable of evil.

I just love all this look what God did to us...He didn't do anything to us He gave us a free will and look what we do with it.
