Simple the government provided it. Its a matter of common knowledge when our government develops a bio-weapon they have an antivirus/antidote. Bioweapons are impossible to really control once dispersed hence there is always a developed cure. You must understand that back in the 70's an American scientist guilty of transplanting cancer into unknowing patients declared he could develop a virus with proper funding that would break down the immune system, instead of being incarcerated for his cancer crime he disappears. Years go by and then the first case of AIDs is documented in Africa. There had to be a field test for AIDs, a government certainly wouldn't want to see the field results in their own country, nor in the enemy the virus was really intended for(the former Soviet Union), mind you AIDS came onto the scene during the Cold War.
