  • hartdaniel is correct. As an Air Trafic Controller, I can tell you there is a difference between a "near miss" and breaking separation standards. A near miss means not only was the separation standard violated, but the aircraft got in such proximity that emergency evasive actions either by ATC or by the pilot, had to be taken or should have been taken. But basically, he's right: Near means a violation of the minumum separation, miss means no collision.
