My wife has a 2006 Saturn Vue. It did the same thing. It is under warrenty so I took it to the dealer. They said the fluid ( they have refilled it at each service )that they use is gunking up after a few months in the tank and clogging the intake at the pump. The pump is near or inside the washer reservoir. I would try to remove the tank, wash it out and reinstall with new washer fluid. If you can't remove the tank maybe just flush the tank with the garden hose, flush all the gunky stuff out.

60srock may have nailed it on this one but you can try to disconnect the hose at the wiper itself and go press the button, if it sprays out the nozzle could be clogged if it dosent spray out work your way down the hose to the pump inside the resorvoir, and if it is not making any sound at all while you are pressing the button, the pump could be bad or you may have a blown fuse
