Why do some women pluck their eyebrows, but then draw a pencil line in where the eyebrows were? ( I am female and I just dont get it)

Either because they plucked them wrong or because their eyebrows are very thin and have no shape. The pencil gives them the opportunity to shape the brow a little better.

If they can keep their brows plucked permanently, they have lots of options as to the shape and thickness of the eyebrow they draw to match whatever dress and make up they are wearing at any given time.

They came from a time when that was fashionable. Or, they are out-of-touch with today's fashions.

Some women have very sparse eyebrows... Some women did it when they were younger and they never grew back right so they have to. Some women like the higher look that they can't get with their own. I tweezed the hell out of mine when I was younger and now they grow in sparse and not in the arch that I would like for them to have. Trends and styles change and hair doesn't always grow back. Now it is stylish for them to be full and thick again like in the 80's. I used to have bushy thick eyebrows and now I can't have that anymore so in comes the pencil!

If they plucked too much in the past, their eyebrow hair quits growing so they must pencil in something. But what you are probably seeing is people who pluck to shape the brow and then the accent the line and fill in with more color if their brows are thin or don't have much hair.

For all you Seinfeld watchers out there, Remember when uncle Leo burned his eyebrows off and Elaine drew tham back on with a pencil. That is what Those female pluckers look like. I dont understand it either. Why not shave your head and paint it brown also.
