I just moved into a new house and in certain spots of my house my cat stops and puts his tail up and it shakes very weird not usually how it shakes is that a sign of something bad?

What your cat is most likely doing is marking his territory. It sounds like he's fixed, given that you're not complaining of urine on the walls. It's just his way of saying, yup, this is mine. It should drop off as your cat becomes more comfortable in the place. -
