Yes. If the moon is out during the day, it means that it is in the same direction from the Earth as the Sun. Ehich means that someone on the side of the earth not facing the sun, the night side, cannot see it. Of course, if the moon it too close to the sun, you cannot see it from anywhere (except during an eclips). So a sliver of moon visible during the day time may translate into a sliver seen early morning or late evening the other side of the world.

First of all, it does not really matter where you are. The phase of the Moon will be the same for everyone regardless of where you live. Second of all, regardless of your latitude, Moon rise and set will occur for everyone in any given timezone at about the same time. Now specifically to your question. The answer is not necessarily. It depends on the phase of the Moon. For example, if the Moon is at either first or last quarter, then it will reach zenith (the highest point in the sky) at right about sunset or sunrise respectively. This means that it will be visible during both daytime and nighttime hours. As a matter of fact, the only times of the month when the moon is not up for at least some of either the day or night is right at the new and full phases when it is perfectly aligned with the Sun.
