I have a fairly neutral accent but only neutral as regards the UK. Someone from the US would think I had a very pronounced "British" accent. SO I don't think so - it depends on your frame of reference.

well yes, if you are where you speak like everyone else there, then you don t have an accent. you only have an accent when you are where the normal way of speaking for that area is different than the way you speak.

Well, say in the U.S., only if you agree in defining "Standard American English" as having no accent. SAE is the linguistic term for standard/mainstream English in the U.S., and is essentially the English you hear most on national news. However, this could be subject to debate. Who defines "standard?" The majority, right? Well, if in 50 years, the majority became Americans who speak with a southern twang or a Spanish accent, then THAT speech would then become "standard," and all other speech would be called "having an accent." And in Australia and the UK, obviously "standard" English sounds very different from what we call "standard, without an accent." To answer the question, though, I guess I'd have to say: Yes, sort of, depends.
