Is there a separate key that opens the back door on my 1999 chevy tahoe, or is it just broken? I've tried the 'rear hatch' button too and it doesn't work either.

the latch mechanism is probibly broken (or the rod to it is fouled). you will want to remove the interior trim panel on the rear door and then do what you can to force the latch to release. once it's open it will be much easier to figure out exactly what needs to be done.
