All homework is to much homework. I like it better when they give you time in class to do your homework. That way you can ask the teacher if you have a question.

For me: Too much homework is where it gets to the point where you so much that you cannot really process the information of the homework, or when you've been doing 5+ hours of it.

4 hours or more is too much. if you're assigned that much, all you're concerned with is finishing, not learning. also busywork is always bad. and cursive is evil. why else would it be called CURS(E)ive? one of my teachers often makes us write a page of research and questions we have, in cursive. i think it's really unnecessary, especially since most people write cursive slowly and sloppily.
