Whichever one has the door wide enough to see if there's any "leftovers" inside... It's a bit embarassing and disgusting opening a stall open a crack and seeing...remains...in the toilet. I try to refrain from using public restrooms as much as I can. :P

I choose the closest (adult urinal/cubicle) that isn't out of order and is not in use.

I usually try to minimise the chance of being right next to another patron.

The one that looks the cleanest and is stocked with toilet paper.

I usually try to take the stall in the far corner against the wall as a matter of course, because it cuts the chance of an overly smelly/noisy/talkative person sitting down in an adjacent cubicle in half. (Unless of course the end stall happens to be utterly filthy, in which case I'll just take the next one over).

cant say ive ever faced that situation... but if i were a guy i would just avoid being right next to someone at all costs

There is a very complicated and intricate etiquette regarding urinals. If you stand right next to another guy at a urinal, you may start a riot. Which is why restrooms with 2 and only 2 urinals right next to each other are ridiculous. When it comes to stalls, though, it doesn't really matter. I tend toward the handicapped stall just because I like my space.
