I have two de-activated cell phones from previous accounts I had with Verizon and AT&T. Can those phones be re-activated using prepaid phone cards, or would I have to buy a new phone?

    It depends on the company. If they're the prepaid part of the contract companies (AT&T, Verizon, etc.) they may be able to reactivate the SIM card or send you a new one that's compatible with your phone. If it's Tracfone or another prepaid only company, you'll probably have to buy a new phone.
