If you mean the setting on a washer or dryer, it's a cycle for clothes that you don't need to iron afterwards. The spin cycle on the washer is less energetic so there are fewer wrinkles in the shirts, pants etc. And the drying cycle has a cool-down period, also so wrinkles don't form by the warm clothes lying folded in against themselves or each other. http://en.wikipedia.org/wiki/Permanent_press

It means that you can shake and hang most of the wrinkles out of a garment if you take it out of a tumble drier during the cool-down period. (I can't recall whether permanent press makes any difference in the steam driers you often get in Europe as a setting on a washer-drier.) It won't be as smooth and wrinkle-free as if you'd ironed it, but it won't be as wrinkly and unwearable as it would be if you left it in the dryer half an hour after it stopped, or as a garment without permanent-press fabric would be. If you hang it up to dry, especially outside, you can shake and stretch most of the wrinkles out of it, especially if you hang it on a rustproof hanger.
