Must be something to do with heat retaining and deflecting. Maybe the outer surface of the material or color deflects heat(white, cotton) and the inner surface of the material retains the heat(wool). Sorry, but thats all I could come up with. Hope this helped you at least in minute way.

The clothes that keep you warm do so by creating spaces of air which your body heats up so you are surrounded by warm air bags. If the outer layer is windproof so much the better. In summer we just wear fewer layers.
