I run the risk of being corrected, but I would put the comma after the inverted commas.

The latter in your case. Think of quotes as a sentence within a sentence. So any punctuation needed in the quoted sentence stays within the quotes, and any punctuation needed for the sentence containing the sentence gets its own. So if I were using the sentence, "a duck, a chicken and a peacock, are all birds." that is a complete sentence and gets it's own puntuation.
