Does punctuation ALWAYS come before the quote, even if it isn't part of it? As in "The word is "quote," and that's it." Or should it be "quote", in this case?

I run the risk of being corrected, but I would put the comma after the inverted commas.

The latter in your case. Think of quotes as a sentence within a sentence. So any punctuation needed in the quoted sentence stays within the quotes, and any punctuation needed for the sentence containing the sentence gets its own. So if I were using the sentence, "a duck, a chicken and a peacock, are all birds." that is a complete sentence and gets it's own puntuation.
