No. I don't think, when a parent has a child that age (where they can drive) that they can truly control their kid's actions. Let his son take responsiblity for it so he can learn better behavior for later in life.

No. It's legal at the age of 17 to have a drivers license so he shouldn't be held criminally responsible for his son's reckless and immature behavior. But he may be held civilly responsible.
