You've been getting into Doctor Who a bit too much! Lol I suppose the creation of an object from imagination isn't outside the realms of possibility. We have the ability to move objects through thought (our magnetic field produced by the charged particles in our body can move objects which have their own magnetic field if ours was sufficiently strong enough, which can/has happened through hightened emotion), perhaps even manipulate them. If this ability was homed in enough and had enough energy to allow it to manifest then perhaps we could create an object from nearby atoms etc. When it comes to animating them, well perhaps the animation isn't its own but moved by our ability to move objects. Granted this would be EXTREMELY unlikely and almost impossible to do but its not outside the realms of possibility. When it comes to transfering a 3D organism onto a 2D realm, no! It's like turning a cube into a square, squash it all you like it still have some width.

The answer is yes, in a manner of speaking. Every human-made item that exists today originated as a thought. The fact that physical manipulation is usually required to manifest such items is merely a trivial detail. :)

Martial arts master Dr. Yang Jwing-Ming wrote an amazing book called, "Imagination Becomes Reality" ... in his book, he refers and compares "empty" martial arts practice slow and soft (doing moves in empty air without an opponent) to / with doing the same moves fast & hard in real combat. He shows how the basic concept of "imagination becomes reality" can be applied to daily things and suggests sitting, meditating, and picturing in your mind yourself doing something while actually just sitting motionless and imagining it ... Another comparison is a basketball coach who tells his players to sit, close their eyes and pretend they are watching themselves shoot 3 point shots from all over the basketball court, making sure they imagine a perfect shot each time ... they are told to do this for at least two hours every day, on top of actual practice ... and his results are obvious (Harlem Globe Trotters).
