Prince Charles. If you don't follow the strict rules of precedence, the Monarch is not an institution, it is a game. If you can skip one, why not more? How about Princess Anne? Or how about me - I am descended from King Charles II, so I am probably only about 150,000 th in line.William will get his chance later - but follow the rules.
