My Motorola Razor V3 battery won't charge more than 60%. Is there a way to "discharge" the battery or to refresh the charging of the battery so I can get it to charge the battery more?

The only thing I can think of would be taking the battery out and then putting it back in. I was having a lot of trouble with my Razr's charge as well. But I think that problem was with the charger itself.
