Greatest hits normally will come out when request for new music is made and nothing new has been released in a while which happens a lot when a band is on their way out or stuck not bringing something new to the table. But it also could be a sign of a change in music style.

No, it just means they have had a successful time up until now. Plenty of bands still bring out new albums for years after their first "greatest hits" comes out, like U2.

Not at all. Near the "beginning" of their career, ABBA came out with their first greatest hits album, and throughout their ten years as a band put out a few greatest hits albums. It's just a compilation of the band's best songs to date.
