No, I think it should be legal to smoke marijuana regardless of inhilation. You can not have a rule saying you cant inhale the smoke, thats just stupid.

What's the difference? What I mean is that there is no effective way to enforce such a law. If you're permitted to smoke without inhalation, such as smoking a cigar, then how is it even remotely possible to enforce a "no inhalation" law? You'd have to have a police officer at every home, every corner, every nightclub, etc. to be able to enforce such a law.

I don't think inhaling it has anything to do with whether it should be legal or not. I think it should be legal for the reason its a herb, a plant, something God made.. some what like tobacco is with out the addictive side effects.. If governments legalized it they could also tax it.. and since they already know how much we would pay for it, I'm sure they would make a killing on it.

In what country/jurisdiction? It is perfectly legal many places to smoke it and inhale. In the US, possession of marijuana is illegal, it doesn't matter if you smoke it or not. Use of marijuana is illegal, it doesn't matter if you inhale, don't inhale, eat it, or shove it up your nose.
