Do UK computer keyboards have the pound sign on it, like American keyboards have the doller sign? Is it in the same location? (above the 4)

The one in front of me has a £ sign above the 3 and a $ sign above the 4.

UK keyboards have the £ sign above the 3, and the $ sign above the 4. There is also a euro symbol on mine next to the 4, which presumably there is some way of using if I were so inclined...

Yes they do have a £ sign and a $ sign, the £ is above 3, the $ is above 4.
