In Ruby, Sapphire, and Emerald, you can't. In the III Generation if that's what you say, then only in LeafGreen and FireRed. Mewtwo should be located at the Cerculean Cave at Cerculean city, the same place whereas the first Mewtwo was in the 1st Generation of Pokemon.

Frist beat the elite 4 and the league champion. afterwards go get the ruby and sapphire stones. lastly go to curelean cave in curelean city

With anything level 40 to 50+ and you just keep trying. If you lose, shut the game off after saving from that point right before you get to him, and try try again! It's a pain in the butt!

You cannot catch Mewtwo in Ruby, Sapphire, or emerald. The only possible way to get Mewtwo is to catch him in fire red or in leaf green, or use a action replay/gameshark.

Mewtwo is only in Pokemon Fire and Leaf Version but not in Pokemon Emerald, Sapphire, and Ruby. You can still get Deoxys, Rayquaza, Groudon, Kyogre, Latios, (if you have ruby or just choose blue in pokemon emerald) and Latias. (if you have sapphire or just choose red in pokemon emerald)
