  • Doctors, Veteranarians (animals), executioner.
  • Most states mandate that it be performed by a doctor (at least those that use lethal injection). Less than a year ago in California there was a heated debate about this. The reason for the debate was that doctors take the "Hippocratic Oath," in which the swear that they will do the following: I will prescribe regimens for the good of my patients according to my ability and my judgment and never do harm to anyone. To please no one will I prescribe a deadly drug nor give advice which may cause his death. Of course, lethal injection violates this portion of the oath, hence the debate.
  • Don't quote me, but this is the way I understand it. A doctor has to do prepare it, but an exacutioner is the one who gives it under the doctor's over sight. And it's the doctor who declairs the prisioner dead. It's so we can have lethal injections, but not have doctors violate the Hypocratic Oath.
