I think there are some products out there that do that. You may check a home depot or lowes type store. Or do a google search.

Usually rust on chrome means the underlying metal has rusted through the chrome layer. So, removing the rust would simply expose metal. From what I've heard (friend of a friend kind of thing) the only way to get that chrome look back is to just send it to a chromer. They will sand blast it, coat it, then chrome it. Pricey though...

How funny! I just wrote that one in another part of this site. We used to ball up a piece of aluminum foil, dip it in some coca-cola or pour a little on the foil and simply scrub the chrome with the coke/aluminum foil. You will be amazed! Try a test portion if you are leary.

I am a care detailer, and I have a friend who is a panel beater and a car painter and I know that sometimes he buys a product (it's in a can like spray paint) and he justs cleans the bumper or what ever and then sprays some of that on, you can buy it from like your local paint store or car care place and it is really cheap, or you can get it sandblasted and then chromed again, but that usually costs a bit.
