The best answer is that you say it when it feels right for you to say it. Love is such a subjective concept that what you mean when you say it is probably different from what your bf means when he says it. Certainly we agree that it means different things when we say it to our family, our friends and finally, our "loved ones". I'm not trying to define "love" but I suspect that it's not so much what you say or when you say it or even how you say it as it is a question of how you act. You can say "I love you" and be spending intimate time with others or you can say nothing and spend all your time with your bf. Again, it's not the words, it's the conduct that is really important. And if he doesn't get that, it's time for you to get a new bf.
