I think of it this way- In the United States, Waiters and Waitresses make very little or no money as salary- most or all of their income is in tips. Many sales and service industry jobs, such as real estate agents, make nothing but tips or commissions. I'm a volunteer forum moderator for CafePress- so that means I'm doing a job for free that in many ways should be a paid customer service position. In a way, we are all volunteer content providers for Answerbag, to increase their advertising revenue, and we don't get paid for it. SO, to take it back on topic- The boys volunteer, and they get tips. It would be stupid if WalMart did not let them. If there were some other jobs out there for these kids, then they would not be at WalMart.

It is not something I would promote, however it is apparently the "custom" there so I think it is a good thing that Wal-Mart allows it.
