Why doesn't the US government release all prisoners incarcerated for drug offences?

Some of them are where they belong. Not all druggies are just fun-loving, friendly folks trying to have a good time. It would be so much simpler if they were. In the late 60s, when LSD was just recently made controlled, it was common for hippies to go grocery boosting to get something to eat. That was a big deal back then for a while. A drive-b,y like happens so often today, was unthinkable. As small misdemeanors turn into major capitol offenses and execution-style murders, drugs are an escalating factor. As Richard Pryor said about prison when he finished filming "Stir Crazy": Thank god for prisons. Then he went on to say some other things in support of incarceration.
