Are you kidding? Look at all the people that don't even vote. Very few people feel any political obligation except maybe those who seek office, and that's usually about how to remain in public office and nothing to do with moral duty. If anything, if someone has an agenda, then they will seek to use a moral/political authority to justify their agenda. That's about it.
