A/C only really works well if the room it is cooling is within its specified area range (if the room is 20 square meters but the ac is only designed to cool 12 square meters then there is an obvious problem) also a big mistake alot of people make while using an ac unit is opening windows! Keep them closed! Also try it without the fans. The circulation of the air around the room could mess up the sensors inside the ac unit. If none of this works, sorry, short of putting in a new portable ac unit I can not advise. Good luck

Can he talk to his landlord about the issue? If he wont fix it, can he get out of his lease / or does it run out soon?

This may be obvious but check the air filter. If the filter is clogged the a/c won't cool well. Keep blinds closed to keep the heat out, and make sure you're turning the a/c on early in the morning if you're not running it overnight. If you wait until the apartment is already hot it has to work that much harder. Good luck.

A good way to cool down is to go someplace that's cooler. This may not work for everybody, but there's a store in town that I sometimes go to that has a walk-in cooler where they keep beer. I'm a good Mormon and don't drink alcohol, but on really hot days it's nice to walk in there and just hang out for a while.

The problem may be poor insulation. Also if the apartment is upstairs, remember heat rises and an upper apartment will be hotter than downstairs. Keeping blinds and curtains closed during the day may cut down on some of the heat, and letting the AC run continually is better than cutting it off and back on because it has to work harder to cool the walls, etc. He can, incidentally, ask the landlord about putting in a new AC. If your boyfriend puts in a new AC on his own in another window, he can take it with him when he moves as long as it not made a permanent part of the window and does not damage anything.

How about having the A/C serviced? Maybe it needs freon. You can also try directing the fans. If it is evening, direct the fans into the apartment. If you walk in and it is hot, direct the fans outward to pull out the hot air.

He COULD get another window air-conditioner. I don't believe there would be a problem, unless it's written in the lease that he can't. Put it in the other part of the apartment. It also helps, believe it or not, if you have a fan in the far side of the apartment from the A/C (if it's a small unit or window unit), on low or medium in a window pulling the cool air THROUGH the apt. Close off all rooms that you can in that pathway, too. I believe in one house we were in we had two window A/Cs, one in the living room (front of the house) and one in our bedroom (back of the house), with fans helping to circulate the cool air throughout.
