From what I am told by men. Its what you call a girl that is pretty but not. Normaly the ones they call this are very pretty they just don't do things like dye their hair or buy clothes that are in style in anyway where make up and such... Alot of girls would take this as a backhanded compliment its like when you go to someones home for the first time and its tiny and cramped. You don't say that to the person you tell them its cozy
